It looks like it has bones missing, a wing is like an arm... The sketch shows a curved bone, but no elbow, or alula (it's a thumb that grows a few small feathers and is necessary for takeoff) I would say this is a better tutorial for how to shade and color wings, rather then how to draw them. I would look at tutorials others have made, where they show you what all the feathers are, and where the bones are and replicate it in a way similar to this.

Lovely instructions, but the layers of feathers are a bit too uniform and not accurate to primary and secondary flight feather structures that we see in nature. Still, i love the effects and I can apply the techniques to various structures. Thank you for this.

Would you know how to do something similar in paint tool sai? If so could you make a tutorial for that program too?

Actually this tutorial can be used for sai too because it doesn't use any PS-only features....
You can create layers in SAI and you can lock them too. You also have a bunch of useable brushes there... so just open sai and follow this tutorial? XD

Yes, there's no elbow in the sketchy stage but I suspect you know that with this pose, that doesn't matter. Everyone has a different amount of detail they put into planning.
This is a great looking wing and I love the colours you've used
