Gaster loves his Goat Mom but doesn't know how to express positive feelings and welcome hugs are foreign to him. And Toriel loves him like a child because he needs people who love him in his life. Look at the confused look on his face in the last panel. He looks confused because he doesn't understand why her hugs are so comforting and he doesn't know why she's hugging him the way she is because he was never hugged this way when he was young.
