Gaster talks a big game about doing this for the good of all monsters and such, but a lot of his experiments are motivated by self-interest or personal curiousity.
This puts that one line from that silly comic from a while back about Papyrus glowing enough for both of them in kind of a sad light, doesn't it? As for why Sans still has a pupil in his dead eye, he can manifest one but he can't see out of it. Sort of like a glass eye.
Papyrus isn't healing him, he's just trying really hard to soothe him. He doesn't know how to heal at this point, he'll learn how to do that later .
This would be set after the escape attempt but they're not directly related to each other, really.

I think that the fact Sans's face is permanently fused into a smile even as he is crying is sad and terrifying...but it also reminds me a lot of myself, or maybe that's why it's terrifying.

Now that I think about it, Sans and Papyrus remind me a lot of Devola and Popala from Nier. Their connection with each other is the only thing that allows them live with the terror and hardships their lives force upon them. For Sans and Papyrus, its the torment and uncertainty of their situation. For Devola and Popala (Spoilers ahead) its their job of observing the life and death of humanity as they themselves live on.
