Gaster talks a big game about doing this for the good of all monsters and such, but a lot of his experiments are motivated by self-interest or personal curiousity.
This puts that one line from that silly comic from a while back about Papyrus glowing enough for both of them in kind of a sad light, doesn't it? As for why Sans still has a pupil in his dead eye, he can manifest one but he can't see out of it. Sort of like a glass eye.
Papyrus isn't healing him, he's just trying really hard to soothe him. He doesn't know how to heal at this point, he'll learn how to do that later .
This would be set after the escape attempt but they're not directly related to each other, really.

Now I'm really starting to wonder: If one of the experiments were to end up killing one of the skelebros, would Gaster feel bad, or would he just shrug it off, knowing he had another test subject still? His last line in this comic has me wondering.....
