It's not remotely clear what someone from Aelu is doing all the way up north in Farlin, but what's certain is that he's on a mission. He was first noticed in Whisper Falls asking questions in a broken dialect about the guild, saying things like "Guild you have. Trouble with dungeons having thieves?". It's obvious that he hasn't been in the country for very long. Ultimately, he's wound up taking Zuma the Zubat hostage, demanding something from her in that same strange way of talking that makes it difficult to understand what he's trying to say. In the end, it sounds like he's mad about the same things as all the rest who have a bone to pick with the Loot Bat owner: that she's ripped some customers off or made nasty deals... even if Zuma says she's never met him before.

If things get nasty, Chalis is not above fighting folks who get in his way and is trained to fight the way guilds are expected to. His own style is to land quick hits and keep a safe distance until his poison has safely worn opponents down, although even enemies with immunity to poison should watch out for this slippery snake getting into cover and using the environment to his advantage - rustling tree branches, knocking over rocks... general tactics to keep the enemy's eyes where he wants them until he can spring a trap.

As it turns out, this guy has a Soul Dew on him which he insists he needs to keep with him, a valuable treasure... of course, this has already happened very recently when Flo stole Graham's Soul Dew. Could Chalis also be trying to collect them for some reason? If only Xin or one of the Sages were there to shed some light on the situation...

Chalis is revealed to actually be the old Soulbound partner to Molkai , the current Ascended Hoopa in charge of Aelu. The two used to be close, and served as members of a group very similar to the Duoneuma Guild in Whisper Falls. Unfortunately, when Molkai became Ascended he no longer had any need for Chalis to balance his power, leaving only an empty Soul Dew with the Seviper as a reminder of what once was. No longer connected, Chalis has decided to travel the continent to try and make a meaningful life for himself as a private guild of sorts - although his good intentions tend to cause more problems than they solve.

How he talks:
"You I trust... more than other. Guilds help. Save in-need Pokémon. But you listen first, make... make? Not make. Agree with what I tell!"

"No touch dew!! No touch!!"

"I... want good. Need want good. Like you, make life better. Guild makes life better, yes? I do also."

Actually got curious enough and found this. This solves my question about Chalis. But...

Even if he is kind of weird and suspicious, he's a good guy at heart who just needs someone as a friend.

Well, it is all just theories! And, the bosses all agree that even if she really is doing bad stuff, they still need the things she sells them to get their jobs done without people getting hurt.

Not that Bruno and the Raiders still don't want to try to catch her red-handed and punish her for being a nasty batty if they can.
