Oh! I get it! (after reading this for like the third time :3) It's because they have the same reaction to each other. SwapPapyrus would give into whatever SwapSans wants but in this universe Sans lets Papyrus have his way. So when SwapPapyrus gave in first he actually got the upper hand!
