I think it's actually more that, in this world, Sans is the one who is known for being tired all the time, and Swap Pap did just mention that too much smoking can make you tired... Probably a good reminder for Swap Pap that things are different here

They can't stop, it becomes an addiction. First hand experience with my mom and dad who can't stop smoking because they can't stop even though they know its bad for you, my mom did however try and for weeks she only smoked like half a pack a day but it made her totally pissed off at whatever we did; it seriously changed her mood.

Yeah, my dad has the same problem, he’s trying to stop smoking but nothings worked yet, I don’t even know how my dad was before because he started smoking when he was just 14 years old, way before I was born, or that’s at least what I heard anyway, luckily my mom instantly stopped smoking when she got pregnant with my older brother, so I guess it’s just different for some people
