To be fair, I don't think that "Papyrus died and was replaced by an alternate version of himself" is the first conclusion I would draw from his strange behavior. It's much more likely that he has a concussion or is just freaked out from encountering a human for the first time.
Sans is smart, and he may remember enough about other timelines (debatably - not sure how much he remembers in this comic) and his brother's personality to be suspicious, but it's still a stretch to say that he would immediately peg this Papyrus as an imposter.
Then again, the truth here is probably just as crazy as the resets are, so who knows what Sans will think about all this?
