Can Captain Atom face off convincingly against Superman ? The short answer is Yes.

Captain Atom is, or was, among the top tier of DC heroes in terms of raw power, largely held in check by his own sense of humanity ( which in recent years was something he feared he was losing as his power increased ). He has bested Hal Jordon/Green Lantern, held his own against Powergirl, Majestic, Apollo, and Ultraa, ( all within Superman's power class ) and is still the only DC hero to have humiliated Nekron ( the Big Bad of DC's Universe wide crossover story Blackest Night, which Captain Atom was curiously absent from... ) in his own realm.

Generally he is placed below Superman in power, although he is able though concentration to tap into the 'Quantum Field' ( his power source ) to dramatically increase his strength, speed and abilities ( even to enhance his hearing and such ).

His abilities include flight, superhuman strength, near invulnerability ( one of my favourite quotes of the character is "I've taken bullets, bombs and just this evening, a tactical nuclear missile, do you really think a knife is going to stop me ?" ), magic resistance, energy absorbtion, energy blasts/fields, and very minor matter manipulation. He was also an experienced combatant before gaining his powers and trained in hand to hand to a level that even Batman remarked "you have 'some' ability" in a brief sparring match ( although Cap knew before they started that Batman was easily better than him ).

I think DC made an error with his less interesting New 52 incarnation, when his old incarnation was pretty solid.
