Jesus made Peter the foundation for the CHURCH. The church's foundation means something that will bind this church to one on earth. Jesus connects the church in heaven. Peter unites the church on earth. Peter is the foundation of the church. Peter is the head of the church. Who is the head of the church today? Pope. So, Peter was the head of the church.
You're right. There was no Catholic church because the church was just being built. Peter was not the Pope on paper. Peter did not have such a title, but he did literally the same as the Pope today. People were gathering around Peter. He united these people in one common faith. The Pope does the same. The Pope's task is to unite Catholics.
With time, everything began to form more and more and the church that we know today was created.
Why is the Pope needed? If there was no one who would unite the faithful, Christianity turned into a collection of small religions and sects, which with time would become more and more different from each other and more and more set aside from what Jesus preached.

The Sunday Sabbath was created by the Roman Catholic Church and is a MARK of its authority. One day, they will rebuild the combination of church and state and make it mandatory to practice the Sunday sabbath as well as whatever man-made rituals they decree. Anyone who works during the Sabbath or toils and worships at the behest of the Roman Catholic Church will have the Mark, as the mark is as spiritual as it is physical with those RFID chips or electronic tattoos.
