Also, there's an easier way to do the scanlines. ^ ^
Just go to Filters>Distorts>Video, and choose which video pattern. :3

Unzip it to your Gimp -> shared -> bin folder. Something like that. Google it. xD

Usually .jpg if you want to use it and .xcf if you want to modify it later. I suggest both.

erm, i feel stupid for asking this but i'm using GIMP 2.6 and i can't figure out how to set the layer to overlay -.-"

Hmm.. try going to the "layers" tap and near the top it should say "mode:" click that and choose "overlay"

On my version of GIMP (3.0, I think) it looks like a square with a gradient going from black to white. It is also called the "blend tool", if that helps (:
