Ah ok, well this is just a preloader - an animation that is shown while the Flash movie is still loading.
The play button here does nothing, it only shows how the preloader will look like.
You would put this at the start of your own Flash movie, and it will show the download progrees. Once your movie is fully loaded, the user would click play, and your movie would start.

awhen i import it into my movie, it doesnt go to 100% it just says 00.00% im confused, also the animation that happens inside the button isnt happening, please help me fix this.

Have you tried creating a test movie with just one big image, and see if it works there?

i tested it in the flash document it comes in and it works fine, but when I tried using it in my flash movie, Β it doesn't load correctly, instead of saying 100% it says 00.00%

That's exactly what a preloader does. It just shows you how much of your file has been loaded.
Ig you have a huge flash movie, you have to add a preloader so that users know how long will it take before the whole movie has been loaded and when will they be able to view the movie.

I'm currently working on a video that I hope to upload here. This should come in handy. Is there a limit to how much is downloaded?

It should work whatever the filesize of your movie is. The percentage is limited to 2 decimal places, so if your movie is really big, the numbers will increase very slowly, but it will work.
