It should work for Mac as well. You will need Adobe Flash though, that's probably the issue you're experiencing...

Flash player is used only for viewing/playing the compiled flash movies (.swf files), while on the other hand .fla files are the raw files that can be edited and eventually compiled into .swf files.
In order to make Flash movies (not just viewing the compiled movies in your Flash Player), you need the Adobe Flash IDE (Integrated Development Environment), which you can download the 30-day trial from the Adobe's site, if you don't own one.
The deviantPreloader is a development file (.fla) for use in your own Flash projects, not for viewing in te Flash Player. The deviation preview only shows how it will look like when it's implemented, and if you want to be able to just play/view it from your computer, download the .swf file here

Preloader is a small progress-bar used to show you the loading progress of the Flash movie.
So, if you have a large Flash movie file, say, 2-3Mb, nothing would show up on the screen until the file loads completely. That can take some time, and users could grow impatient and stop waiting for the movie to load. Preloaders are used to indicate the user how much time they need to wait until the movie loads.

I ask because I'm working with AS2 so AS3 wouldn't work for me and that one (on that link you put) says it's AS3.

There are three different source files in the archive.
pillPreloaderFinalAS3_by_ArtBIT.fla is an actionScript 3 version for Flash CS3, the rest of them are actionScript 2 (one for Flash MX2004 and the other one for Flash 8)
