I've seen it being used in flash movies around here on DA and I was searching for it until I finally found it. I was looking a storyboard of Invader Zim and the person gave a link to the person who made the DA preloader. So, I wound up.

Heh, it's a flash preloader, it is used to show how much of the flash movie has been loaded. Once the flash movie completes loading, you can play it.
This what you see up there, is just a presentation of how would this preloader look when used in your own flash movie.
