That's interesting. Indeed it's a coincidence because my image was built upon another one I made two years ago, long before you posted yours: [link]
If you compare them, you'll see that several foreground elements are even exactly the same (sand, bushes), I reused them, with some tweaks. And the island in the original image is exactly in the place where my building now is. I just used the same island and placed a building on top.
Regarding the stone arch, that was simply inspired on the beaches of Algarve (in the southern part of my country). If you google for "Algarve beaches" you'll see several similar arches. I've been to most of these beaches. For example, these ones:

What purpose do the vertical sticks on the metal path/line serve? I've been trying to reason it out.

In my mind, they're a kind of engine, pushing the structure upwards. Like the engine of a ship propels the ship forward, these engines give just enough push to prevent the structure from falling. They are necessary because there are no other physical supports to the structure between buildings and so it would fall on its own weight without those engines.

Now that's a new kind of monorail I like the mood of this one. Almost looks like there would be some kind of futuristic amusement park inside that building, and when time comes to leave for the day, tourists can just enjoy the fee activity of spending time on the beach

That's a cool idea! In fact, it would fit well with something I almost built but gave up in the last minute: an aerial road, slightly above the water, fit for human walking, connecting the island where the buiding is with this island in the foreground. I gave it up because the image felt too cluttered with stuff but it would fit nicely on your concept.

For this scene it's better without it since I would say this, and many of your others are made to be more surreal than like some science fiction concept art. I suppose building things for the sake of practicality like that would only be necessary if you go down the pure sci-fi route. But a lot of CG artists do that already. It's somewhat rare to see futuristic 3D scenes created more for the sake of beauty and interest than pure realism, since if it was the latter there would be roads and cables and people everywhere, and a lot of grey

I used Vue, mainly. I brought everything together in Vue and rendered the image there. Vue can be found here: [link]
I modeled the buildings in Zbrush and the character in Poser, and imported them into Vue.
