Well, all issues are likely due to the download skipping like that. It just didn't download the file properly, therefore leading to broken files.
The files uploaded are still functional when I give it a try, so if there's a problem with downloading I'm afraid it's more likely on your end. >.<Β 
Since everyone's internet connection varies, I don't have a solid fix for that either. It may be that your internet downloads are generally slow or that the Mediafire website is harder to reach.
At best, I think you'll just have to keep trying to download and hope it works eventually. It may just be a slow day for your internet connection, so perhaps trying later will help?Β 
Otherwise, you could try asking someone else to download it for you then send you the files.
It may be that your antivirus or another program doesn't like the files being downloaded, in which case you'd have to find a way around the program.

I managed to fully download Part 2, so I'll have to try downloading Part 1 later on, since my Internet's faster at nighttime for some reason. Whoops.

Hello!
When I set the local to Japanese, the blue window won't appear, instead another window appears saying Setup.ini wasn't found. I tried to download it and extract it again (while my locale was set to Japanese), but it still didn't work. The strange thing is that when I set my locale back to English, the blue window appears, but I can't install it because there are just ??? everywhere.
What can I do?Β

Hmm... It might help to download the Japanese Language pack from windows update. (Assuming you're using windows 7 or 8) and switch back to japanese locale to reinstall. However, if all you are mising is setup.ini, check to see if it's in the same folder as the extracted files. Also, it can help to rename the folder to something with fewer characters so the source files don't need to use odd characters like '-' or '~' for example.

Well, if it's the same problem, you can try reading the troubleshooting done between comments.
I'm not sure what you mean by "i do all that hi di but still dont work" however, so I don't know how to help. >.<
Make sure to:
1. Set you computers' locale to Japanese before attempting to extract or install any files or folders.
2. Check to see if you have both .part1 and .part2 files in the same location when opening and extracting the files. (Remember to extract files from the archive to the same locations)Β 
3. If you're using Windows 8,Β 
4. Upon extraction, try to open the .exe and install the game. If the dialogue shows any unknown characters (such as empty boxes or ??? (question marks) then double-check your system locale.

If that fails,Β right-click the part1 file (And part2 just in case) then select 'Properties". There should be a thing at the bottom of the window that says "Security" and a button that says "Unblock". That might be affecting the extraction process. Once they're both "Unblocked" try extracting the files again and installing with those.

If all else fails, try redownloading the .part1 and .part2 files and retry the above.

Oh I see! Well, first you need to go into Control Panel from the computer settings bar. Under "Clock, Language and Region", click "Region" and then go to "Administrative" At the bottom there's "Language for non-Unicode programs" and there you can change your locale to Japanese.

I have been trying to install the game, but for some reason the installation doesn't go on after I manage to get the setup window with the four game options (I can click the Install button and get the blue window, but it won't install the Program Files part). I made sure that the computer's region is under Japan. Is there anything I might be doing wrong? Is there anything I need to do with the part 2 file before installation?

Hmm, well, the part 2 file is the second part of the archived file. You should make sure that part2 and part1 are in the same location when you double-click part1 to extract the files. Try doing that (Placing part2 and part1 in the same loctaion, then poening part1 with your chosen file unarchiver and extracting all files to one folder) and then reinstalling the game, making sure all files are together. (Although, I would assume that if part2 is not in the same location as part1 when unarchiving the files, the process won't work.)

Can you describe what happens when you get the blue installation screen? Are there any warnings or windows that appear? Does it just freeze and not respond or does it sit there as a blue window and do nothing more?Β

Both part 1 and 2 rar files are in a folder I labelled CaF and I also extracted the files from part 1 into the same file as them.

When I click on the Install option on the 'Cancel a Format' screen, the box that asks you where you want the file saved to appears. I chose the default location (and the same folder as the other files when that didn't work), but when the box that shows that the installation is processing pops up, two other boxes appear in a row. I did as the tutorial said and clicked OK for each of them, but that stops the installation entirely and takes me right back to the 'Cancel a Format' main screen. The installation progress bar doesn't even get a chance to appear.

I should also probably note that the font on the installation and pop-up boxes, despite me making Japanese the primary font on my computer, are still mostly the question mark symbols and such rather than actual Japanese text.

Hmm... If there are still question marks, the installation may have trouble naming the files properly, causing errors.

Have you checked windows update's optional updates? (At least, for windows 7/8) There should be an update under language packs for Japanese. Try installing that.

I know you said you set your computer's locale to Japanese but double-check that and maybe set it again just in case.

The strange thing is that I did update my computer with the Japanese language pack, switched it to be my primary language, and then restarted my computer with it as such. Everything else but those boxes was in proper Japanese text, so I don't understand why they were different.
I just thought of something: would it be because I downloaded the two rar files while my computer's primary language was still English?

Hmm... It might be? I wouldn't' think so, unless you extracted the files while the computer was still in English. File names may have been changed.
You can try it though?

If you can, maybe take a screenshot of the windows that appear or of the moment before they appear? I'm not sure what could be the problem...

Are you running Windows 8? Or Windows 7?

I've tried downloading the content again with my language in Japanese, but it still doesn't work. My computer is new, so I don't know all the features to it and I don't know how to take screenshots of my computer screen.

There would be a "Prntscrn" button on the keyboard if you use a USB keyboard. You can also use the virtual keyboard provided in Windows 8. It should have a prntscrn button on it. If you press it then paste the image into a program like Paint, it should have taken a screenshot of your desktop or whatever is on-screen at the time.
