Read the description, it's form an latenrate history book.
An even OTL, USSR add acces to miliary facilities in Yougoslavia. The Soviet navy had limited access to the Yugoslav ports of Tivat, Bijela and Kumbor (now Montenegro). These bases were not permanent, but served as repair and resupply ports for Soviet ships.
