You should make a simple guide on each race. Like one for Cretans, one for Ishvalans, one for Amestrians, etc.

That cannot be done because there is very little info on the countries even Amestris is the country where everything happens. We only know amestrians are arian people, it is mentioned by Miles I think, that pure blood amestrians have blonde hair and eyes. It's also said Ishvalans have red eyes, white hair and dark skin, and we know these genes are really strong because of Miles. Xingese characters simply look asian, the only notable difference is that they can have various eye colors but that they always come in dark or dull shades. Like Mei's dull blue eyes and Fuu's olive green eyes. All we know about the other countries is that Creta = France, Aerugo = Italy and Drachma = Russia. One can simply use the actual cultures for reference on how a character from each country would look like, but one is also allowed to make things up when it comes to that. In my headcanon for example, red hair is a common trait in Aerugo, but this is not official, it's made up by me.

Oh! You have a good point! My OC was going to be from Creta, so I was hoping to find out something specific about Cretans. But I can use France as a refrence. That's a good idea! Thanks!

Interesting fact, Amestris was based on England. Hiromu Awakuwa (sp?) admitted to that in an interview.

It's in the comments, and it's based on both Nazi Germany and England but Germany has to be the most obvious.

Another thing on the names is that a lot of military personelle have their last names shared with military equipment from World War II.

Well I this and its really well done(give yourself a pat on the back)and the Ed twins made me lol hehe...anyway I was wondering I have an oc "Robin Tucker"and as you can see by the name she is related to Shou and Nina Tucker......she is Ninas sister.I was just wondering is it a bad thing to have Robin related to the Tuckers.....what if I make the story work I dont want my oc to be a mary sue.

Well you see, there's no "sue trait" that instantly makes a character a Sue (unless we're talking about a FMA OC with wings and mermaid magic...), all OCs and Canon characters have them, they need them or they would be plain and boring. You have to find out which work better for each character and hoe many to give them as well as making sure you give them flaws.
It's possible to pull off pretty much everything, but it takes a lot of work and creativity, and you have to analyze the story and make sure there are no loopholes, and there will be as you are adding a character that's related to a canon and you can find these even when this is not the case.
Perhaps you'd want to join our club? I've noticed you have to chase people around to get critique. We have one spot left for this period.

Dieing in Germany doesn't mean you're gonna end up in Amestris, and there is no such thing as "Shinigamis" in FMA.

Yeah try something else, if you want a Japanese OC you can make up Amestris's Japan equivalent just make it realistic, like how Xing characters look chinese and whatnot.

i too have an issue with OC-Cannon pairings that dont work out along with ones that bend the storyline so much the events couldnt possibly happen. i do my best to stick with the actual storyline as much as possible (as a plus, it helps with figuring out a plotline XD) it takes more thought, but makes a MUCH better story

We have a little saying in
"There is no shame in OCxCanon, as long as it's done right."
And yes, it's not wrong to bend some things, but sometimes it gets ways too crazy and makes no sense. When you try to stick to what you have, it actually requieres more creativity, so it's better for writers, they learn.

Raimi's storyline was made before i got to Ling getting fused with Greed and when I got to that part of the show I was like, "O.o screw you!" XD
so I added extra dimensions to it.
It annoys me when ppl create a character just for the purpose of living their fantasies with a character... like you said most of the time they just don't stay in character. Also when ppl are like "OO this person! OO that person! I'll pair them ^^" and most of the time... it just goes too far or out of character. You're right- it does take a lot of creativity. I do my best to make sure the characters are... well.. in character XD I have friends review my chapters to make sure
