It basically translates to "Glory to the conquerors of space". The 25 could indeed be for 25 years after Vostok, but I imagine it would perhaps be for some alt-history Soviet achievement, perhaps 25 years after putting a base on the moon.

Nothing compared to the extent of that mindset in one of my alternate histories (which takes place in a fully realized communist society, as I think that is possible). At around this time, some of the components for the Bergerac, a testbed probe for Bussard ramjet technology, are being unloaded from interwar-era heavy bombers* for final assembly.
*Though modified with nuclear closed-cycle turboprops, of course.
