I think it would be a planet closer to Mars as opposed to Saturn since any form of base or colony in its atmosphere would have to be suspended by balloons or dirigibles as there isn't really a hard surface to build anything on, just helium and hydrogen.
In the image I imagine it to be a sort of mining or industrial planet, with the lights being mining and refinement facilities on the surface alongside a few habitats or spaceports.
