When I used this, my icons blocked the header. How do I keep them below that area?

Go to View ยป Show View Options... and make sure Arrange by is set to None. Then ^-click on an empty spot in the finder window and arrange your icons by what you want.
Then just select them and drag them below the header.

I'm not sure if it works with Windows 7, but you can try getting Vista Folder Background .
