This is one of six Mask powers designed in 2004, and revealed in my most recent Paracosmos epic, The Perfect Cage, which is still online albeit with some chapters glitched to be squished together (I'm getting' to it...):

They are ironically very similar, apparently, to the Masks of elemental powers for the Toa (Tahu etc.) now seen in the 2015 reboot of Bionicle, although this is just a coincidence (and those masks seem to be more like normal Great Masks, but we'll see). The legendary status is because Legendary masks of just about any power are possible in the Paracosmos, unlike the canon universe. It makes these elemental masks incredibly useful... and dangerous. The appearances are based loosely on the Great Mask forms of the Toa Metru's masks (in honor of them), ironically again similar (again coincidentally) to the Bionicle reboot's elemental masks looking like the 2001 Great masks.
