I used sewing paper, dye, acrylic paint, coloured ink / enamel paint, meat skewers, and PVA glue.
The background is acrylic paint and gesso, the coloured squares are dyed tissue or sewing paper which have been glued down with pva in layers to build up colour by overlap, some water in this process washed dye from these squares onto the background. The ink work or cross hatching on the top, all the yellow blue and red lines, was done with a meat skewer and ink / enamel you can also use paint but it must be very liquid, the skewer -you want a wooden one which is really sharp (they keep going blunt through use, I think I used three or four for this piece)- was used to drag a long line of ink and then to cross hatch across that line dragging the ink initially deposited out and across, this was continued until all of the initial ink from the first line has dried/can't be dragged across the paper any further. I kind of just continued with that ink process until I thought the piece was done. Ohh and I think I put some pale washes of colour on at some point too, to bring out the edges of the tissue square
