wow... you are this unfamiliar with the program??? Have you ever used help or tryed to look for what everything and every tool do? I have learned photoshop alone and since the first version of it there are layer style... you can open the it window by clicking in the layer or in the botton of layer stylle...
If you cant find it by yourself, I sugest to look for photoshop classes... helps a lot. This is not a photoshop class, just a tutorial...

u can make this in any photoshop, because I dont use any special filter nor brushes... but it was phtoshop 7 or CS, dun remmeber...

if you really want to improve clouds, try to find some photos of a night landscape and try to make something near without painting over it. it doesnt have to look the same, just to remind the same clouds...
