Okay, I am currently trying to figure out how to draw scenes like these. Any tips?
Do you draw the characters first? Or the background? Agh, I dunno...Β Β

generally i have the composition in my mind (poses, background, how i want them positioned, etc.) and i usually sketch the characters out first. i would then add detail to the characters and clean up some of the lines while at the same time working on the background. it depends on the drawing though because sometimes i will sketch the background first, especially if the characters are going to be very small in the drawing and the background is more of the focus :>
