It's fractal art, created specifically in a program called UltraFractal. It's hard to explain exactly how I made it because I did quite a lot of things and a ton of experimentation, though I can tell you how what guided my creation of this and things I did during the creation process if you would like.

If you insist First I was messing with Ducky and found loads of interesting shapes and wound up with a simplified version of that main shape. I was like "OH COOL A SWORD" and decided to make a sword.
I duplicated the first layer, changed the inside coloring formula settings, and repeated that a few times.
After that, I wanted to work on some textures, so I pulled up a new layer with a different formula and coloring formula to get some of the background texture.
After that, I wanted to add some effects so the entire piece wasn't visually symmetric, so I added a different formula and moved it around and played with settings until I liked what I saw.
Then, I showed it to a few people, asked for feedback, and spent a little while fixing the gradients XD

Flash is fun, don't get me wrong. It's just different than flash...much more like photoshop, to be specific.
I need to make something in flash sometime as well...haven't made something in a while. But I promised skyline I'd 3d-ify his car.
