Sorry for the late message, I've been taking a break from DA since my last submission, but which part are you having a hard time with specifically? Create maybe four dots with the pen tool, and pulling two points of the same side you should see the shape stretching or curving depending on how you move the dot(s). Turn it to a selection when you get the "wave" you're looking for and fill it with white, and create a clipping mask to the circle so that you don't see the other side (you only want the side with the wave).
