Description
First of all I would like to mention this was made as a collaboration between myself and my friend Bianka (CreatureOfTomorrow), she drew the “eyewitness sketches” while I did the rest, I'll put a link to her other art below the description. Now without further ado:

"The Finfolk, alternatively known in some cultures as Atlanteans or as “People of the Sea”, have created a phenomenon so statistically unlikely that it may not have happened elsewhere in the observable universe: On a single world, two distantly-related intelligent species have built up advanced technological societies at roughly the same time. For over three thousand years, the Finfolk appear to have embarked on a nearly unanimous effort to cut off contact with mainstream human society, even to cover up the existence of their species from the human public. In the present day this effort is primarily being accomplished in two ways. First, areas of the ocean within 600 meters of sea level have been mostly depopulated with the inhabitants migrating to deeper cities. Second, selected Finfolk individuals are given the training and equipment to take on a human form, in order to infiltrate human governments, research groups and other organisations and prevent evidence of the Finfolk from being uncovered. Exactly how many highly influential people are really Finfolk in disguise is completely unknown."

Unlike every other submission I've done for either of AVNJ's invent-a-fish contests, this one actually got into the top 16 and was voted on in the invent-a-fish stream. So we clearly did something right with this one.
