Moe is huggable, a bishie is a pretty-boy. I can imagine a bishie Joker (strange but possible), but if you tried to hug him you'd probably get an unpleasant surprise...

Bishie doesn't really go that well with Batman villains, when you consider Joker, The Penguin, Two-Face, Bane... I guess Riddler might get away with it. And Nolan Scarecrow, under the mask.
