Edith runs the Spin-the-Wheel game booth. The game consists of a wheel with 48 numbers, which people can bet on by buying tickets of the numbers. If they pick the winning number, they get a prize, such as a plushie, a toy or a small trinket. Should a customer win the first spin, they can also go 'double-or-nothing', which involves risking a second spin for a bigger prize.
The game is rigged to make it almost impossible to win the second spin. (Mr. Dark told her to do it).

Personality:
Her mental illness makes her fairly chaotic in terms of behaviour, making her unpredictable. Whether she's working her game booth or just walking around the circus, Edith generally comes across as creepily cheeriful, frequently have a toothy grin on her face. She rarely actually feels genuinely sad; rather, she tends to feel frustrated instead. The only exception is when she's alone; then she tend to get very emotional.
Due to the isolation she suffered in the asylum, Edith tends to be very eager to talk and make friends with others, despite having little social experience. This often leaves her somewhat naive about the world; and prone to believing some of the stuff she hears.
In conversation Edith can be quite blunt about her opinions, often forgetting that they might upset others. She is also oblivious to the concept of personal space, sometimes coming in uncomfortably close when talking. Coupled together, she can come across as rather rude, which makes getting friends harder for her.
The only way to shut her up sometimes is to threaten her with water. Due to the rough treatment at the asylum, she's terrified of getting water thrown at her; seriously make her freak out.

History:
    Edith was born in large coal mining industrial town. Edith never knew her mother, due to her mother dying soon after child birth. Her father was a kindly Cofagrigus known only as Jack, who worked at the town's gigantic factory. Edith spent her childhood in poverty, with her father often being too poor to send her to school or give her toys, let alone put enough food on the table, Edith spent most of her childhood following her father to the factory, helping him the best she could. Unbeknownst to her, Jack's was also the half brother of the factory owner, a rather greedy and money-grubbing individual who treated his workers as little more then resources. His family had disowned his after he refused to break up with his engagement to a working class Gardevoir.
    Despite the poverty and hardship, they couldn't have been happier with each other. Jack dearly loved his daughter and acted as her teacher, her coach and her only friend. Although she wasn't the only child in the factory, most of the other children avoided her out of fear of her wide grin of sharp, pointed teeth. Jack taught her all that he could about the world, from reading and writing to arithmetic, all in the hope that she could some day find to a better life else where. Edith helped her father when ever she could, earning a few coins by doing errands for the other factory workers, which he would save away for her birthday. On her birthday, her father took her to a local sweet show to purchase two rare candies. By about her 11th birthday, Edith was able to evolve in to Kirlia.
    Unfortunately, her happy life was about to be brought to a tragic halt by a disastrous event. While helping her father work a late night, one of the older machines began to malfunctioned, making it quickly heat up uncontrollably. Before long the machine burst into flames, which rabidly spread to the rest of the factory, claiming numerous lives. With the flames surrounded them, Edith's father tried desperately to escape with his precious daughter but every where they went, they were meet with flames. In an final act of desperation, Jack sacrificed himself to carry Edith through the flames to safety; an act that ultimately cost him his life.
    Witnessing her beloved father succumb the flames permanently traumatized the young girl, as well as burning Edith's arms so severely that they became all but useless. It wasn't until later in the hospital that she received more horrible news; the fire had spread to the ghettos, destroying her home and what little her small family had, leaving her with nothing but the tattered burnt clothes she had. Whilst recovering in hospital, Edith's mental state quickly degrade, causing her to become convinced that it was all just a huge game. Soon her behaviour became increasingly erratic, leading to frequently violent outbursts that scaring the other patients. She screaming and cackled at anyone who came near, believing them to playmates send to play with her. The doctors theorized over-whelming trauma of see her father die had shattered her sanity, causing her to descend into personal fantasy world. The staff try everything to calm her, but to no avail.
    Eventual, her behaviour became too much for the staff to handle, and she was sent away to an  asylum run be a church in a far away town, that also doubled as a prison for the criminally insane. Whilst there, the doctors amputated her useless arms; their reasoning being that without them, she would be easier to manage. Whilst there, she was subjected to many of the cruel tortures used to "cure" the insane, such as electrical shocks and being submerged in icy water for hours on end. When she was't being 'treated', she was locked away in her cell, chained to the wall and bound within a straight jacket, where she would often be beaten for misbehavior. For most of her adolescence, she languished in the asylum, her only companion was the imaginary friend named Buttons. The screams and wails of the other patients doing little to dampen her delusional optimism as she would talk endlessly with her only friend.
    As she grew older, she grow bored of her captivity and began attempting to escape the asylum, each time growing bolder and more daring. Each attempt helped to her to grow strong until on one almost successful attempt she evolved into a Gardevoir. In many ways, Edith seemed doomed to a life of incarceration; however fate had other ideas. One eventful night, one or more of the the pyromaniacs in the asylum managed to get hold of some match and start a fire in their cell, which quickly grew into an inferno. While the guards and staff were in disarray, Edith along with several other patients managed to escape their cells, leading to a mass break-out of the inmates. Although most the inmates were recaptured, Edith was one of the few that were able to avoid capture. For days she eluded the guards as they searching for her, avoiding their dedication by replacing her asylum garbs with some stolen clothes and chewing off her restraint collar. After a week of being on the run, Edith finally managed to eluded them completely by stowing away on a train to a nearby city.
    For over a year afterward, Edith wandered the streets and alleyways of the city, survived on what she could either beg for or steal. Her constant wide grin of sharp teeth and cackling made people avoid her out of fear. Her prized possession, an old red coat, she only received after she it's previous owner through it at her after staking him for and entire day.
    During one night while she was looking for food, Edith discovered that a traveling circus had set up in near the city, which for her meant a potential banquet of food scraps. While she as scrounging for food, Edith was approached by mysterious gentleman dressed in black. "My my, what have we here?" he remarked looking at the disheveled Edith. The mysterious gentleman claiming that he could grant wishes for a price. Laughing off his unbelievable claim, Edith jokingly took him up on his offer, wishing for a new set of arms. The gentleman in black happily granted her wish with a snap of his fingers, fusing her psychic abilities with her precious jacket and binding it to her mind. Strips of cloth stuffed into the sleeves became fingers as the sleeves became the arms.
    Edith was beside herself; for the first time in years, she had hands! No longer would she need to use her feet to wash her face or her feeble telekinesis to pick up food! Filled with joy, Edith broke off running back toward to the city, ready to take on the world her new limbs. However, her jubilation was quickly replaced with confusion when her coat suddenly snapped around her, and new arms proceeded to drag her back to the mysterious gentleman. "What's the big deal!?!" she demanded, still pin to the ground by her coat. "Let's talk about my fee..." he explained calmly, flashing a devilish smirk "for you see, you are now in debited to me". "Which means, you work for me now" he continued, letting out a chilling laugh before snapping his fingers, causing Edith's coat to loosen it's hold on her. It was just then that Edith realized she had just made a big mistake.

Wish:
"How about a new set of arms?"
Mr. Dark granted her wish by animated the sleeves of her coat, imbuing it with her psychic energy that could take the place of her lost limbs, powered and controlled by her own psychic powers.

Consequence:
Edith's psychic abilities were permanently linked to her coat; should someone remove the coat, she immediately loses them until she gets it back. Not only that, the coat itself is bound to the circus, which means that should she try to leave the circus, the coat will grab her and drag her back. This also includes if she tries to leave without wearing it; it will simply hunt her down and drag her back anyway.
She also doesn't have full control of the coat, it sometime will act on it's own accord, or Mr. Dark's.

Extra Info:
~ Due to spending a fair bit of her life without arms, Edith's legs are remarkably strong and flexible. This makes her an incredibly fast runner and freakishly good at jumping. This also makes her somewhat bottom heavy.
~ Edith has absolutely no qualms with biting/chewing others and she has incredibly strong jaws for a Gardevoir. How hard she bites depends on if she likes you or not, although it's rarely (very) painful. The only people she will never bite are children and the elderly (aside from Mr. Dark, and that's only because he's in charge).
~ Her coat is actually heavier and thicker then it appears, akin to wearing two thick winter coats at once. She can feel things through the coat such as pain, even when she's not wearing it.
~ The maximum distance she can go beyond the circus is around 300 feet.
~ Edith is capable of reading and writing, although she does struggle with unfamiliar words and her hand-writing is atrocious. Surprisingly good with numbers though.
~ She talks to her coat often, but only she seems to hear it. She believe that is infused with the spirit of her imaginary friend buttons, a female Bronzong. As a result of her fracture mind and being imbued with her psychic power, the coat is actually sentient.
~ In terms of strength, Edith has above average (for her species) strength. Unfortunately, her psychic abilities are pathetic and limited to levitating small things.
~ If you manage to befriend her, she tend to behaviour herself more around you; i.e. she won't bite you or attack you, even if you take her coat. Doesn't stop her from sulking though.
~ Don't try to steal Buttons. Seriously, She will go ballistic on your ass, unless she likes you, then she just sulks until you return it.
~ She has a habit of chewing on pieces of leather. Apparently she finds them tasty; jerky also works.
~ She tends to growl like a Growlithe when she's irritated, and barks when she's really ticked off.
~ Edith's a light sleeper. Regularly suffers from insomnia, sometimes going days without sleep.
After the Famgilia Allegria mafia event, Edith lost her right eye.

I gotta say that design wise, I do like her a lot, you used a pokemon that is usually portrayed as pretty and tried to take a more wicked take on it, and I like that.

Story wise I wish I could help you more, but I dont know what problems this could have, the circus is a place for dark and broken characters and Edith seems to be one of those. I think the story makes sense, I recall mental asylums were dark places back when psychiatry was still a young branch of medicine, so I can see how many of the things in the story make sense.

 I can only wish you the best of luck in the opening, and see what happens. ^^
