Years ago,illustrator Bruce Timm...who's been a favorite of mine ever since "Batman:The Animated Series"...did "Jolly Old St. Nicholas",a comic book story about Clayface attempting to rob a Gotham department store during the holiday season.Barbara Gordon,who just happens to be shopping there,ducks into a nearby dressing room and quickly changes to Batgirl.Timm also did an alternate version,in black and white,where Barbara decides to just strip down and change into her heroic alter-ego right smack-dab in the middle of a fleeing crowd who,presumably,are so consumed with their own self-preservation that they fail to even notice the (implied) naked redhead in their midst.
This inspired me.
And for those of you who wonder what it'd be like if they did notice her:

I remember this! The BATMAN HOLIDAY SPECIAL from 1994! In the comic, Barbara is briefly shown topless - but only from the shoulders up - as she frantically pulls on her costume. She also steps on a discarded pin and pricks her foot for some mild slapstick. I was 14 at the time and wasn't quite into girls yet, and was more embarrassed for Babs than titillated by her predicament.
There were other "fanservice" moments in that comic as well! In that same story, Renee Montoya is undercover as a Christmas elf in a short green dress, and she tells Harvey Bullock she envies him for getting to wear a Santa Claus costume while her butt is freezing! Then, in the very next story, "The Harley and the Ivy," we see Harley Quinn, without whiteface or her jester outfit, sitting on a bed wearing just a sweater and some thong panties! I really blushed when I saw that!

Well, they did adapt it pretty faithfully for "Holiday Knights," an episode of the BATMAN/SUPERMAN ADVENTURES cartoon show.

Just so you know, I'm in total appreciation of this scene you've created. But I was curious that Batgirl's outfit is SO skintight that even her panties have to be removed.
It does make sense to me as my wife's guy clothes, top and bottom, require her to be nude under them. Batgirl's must be the same.

Since Gotham's weather is pretty much like Moscow's, you think you wouldn't see so many women running around in such skimpy dress. You have to pity the scantily-clad waitresses in Penguin's Iceberg Lounge, where it's probably even COLDER!
