The Ghost of Captain Cutler

The most famous present day teasure hunter on the Eastern seaboard who went diving for buried treasure in the deepest depths of the ocean, but allegedly died from running out of oxygen and laid to rest at the bottom of the ocean. But every night, he rises from the cold depths of the sea as a glowing green ghost covered in seaweed and scaring those out on the water.
