part of my strategy for the style is inspired by another tutorial but that unfortually has been taken off D.A for copyright reasons.

unfortunally I've never used it so I couldn't say.
If sai has layers, and option to change the strength of the brush e.g. Opacity or Flow (by photoshop language) you should be able to create it but I doubt this tutorial would be much use. If you have a look at the "Sonic Channel" Artwork it should give you a better idea of lighting and shading

Not really, I've never heard of Paint.net so I'm not sure what it's capable of (if it's got layer capability and the tools listed in the tutorial you should be able to make it) I highly reccomend you don't use paint, it will take longer plus it'll be harder without layers or the tools.
