Yeah. The Vulcans lost Warp technology later because of the war but later on they re-deiscovered it.

Nay. In the vulcan pre-history, there were violent wars of nuclear nature. The planet was devastated, the culture faded away. The surviving population was splitted into two sides. One side was led by Surak who blamed the war on the strong and violent emotions of the people and thus offered a life led by pure logic. The other side did not want to accept this and thus left the planet, probably with Warp ships, only to settle on Romulus after a long journey and leving small remnant colonies on the trail.
On Vulcan, the war ended with the technology, infrastructure and culture in ruins. It took the Vulcans centures to re-build everything and re-discover Warp flight again. By the time of the First Contact, they were at least as much developed as they were before the war.
On Romulus, a different cultural and technological approach developed. With constant inner battles, needs of expansion and the development of cloaking devices, the people we now know as Romulans emerged. With their general aura of xenophobia, they were hostile towards any aliens who entered their territory which lead to the Earth-Romulan War. The war ended with the defeat and retreatof te Romulans for a hundred years. This is the point we arrive to TOS: Balance of Terror.

but if you watch enterprise you'll see that thats not all true most of it is but the romulans left because thay wanted to use there emotions so thay were called radecals and were no longer safe on the vulcan home world so thay left in small groups and thay found romulus and called it there home world and so from the vulcans comes the romulans

Oh, that picture reminds me at something, you could try in 3D; if you place a Warbird upside down right above another one (warpdrive on warpdrive), i'm sure they would look like an early version of the TNG known Warbirds. I'd love to see that!

Yay! I don't see stuff about the old Romulan BOP's very much. I wished they would have created something similar to it in the TNG era. I too would have to say that these old BOP's had warp, if for no other reason than the simple fact that those cylinder shaped thingies at the tip of her wings look like warp nacelles...? That and having no warp drive at all would have left these types of ships pretty much stranded in space... I mean, what in the world could you do in an armed conflict if the enemy was to simply go to warp and leave you sitting there like an idiot.
I'm guessing it works much like a WW2 submarine which could run at full speed on diesel engines while on the surface but had to run on it's slower electric engines while underwater. As time went on, they went nuclear and had the power to stay underwater as long as they want and travel much faster.

Only when cloaked, otherwise, they had Warp drive. It's a long debate about Trek but if we look upon the way the Rihannsu migrated from Vulcan to Romulus plus Admiral Doughtrey's quote from ST:I and the much-controversial ENT episodes, I say that the Romulans had Warp technology.
