Personally I see 10 as a failure xD Because 1 2 3 4 5 6 7 8 9 10 are failures, then 11 12 13 14 15 16 17 18 19 20 can be successes, and it's even! 10 is a extremely close failure, and 11 is an extremely close success. That's just me though, I can see why some people just reroll when it comes to 10 (because they seem to come up a lot more often than they should)

Well, that's only if the question is simply "yes" or "no". There are plenty of people who do not roll for "yes" or "no" outcomes, so everything becomes some range of good and bad. 10 is literally middle ground point, though it leans ultimately more towards 1 in the spectrum then it does 20 because of how you can divide up the numbers.
I know noen and I have re-rolled in the past for things like 10, mostly because we WERE looking for a more defined idea of their success or failure, and EVERY other number can give that to us.
