Description because the skirt plugin is godly and i hate 3DCG physics with a passion but sometimes they have nice skirts and well this fixes everything~

How to install.
Get your pmde
Only works with the PMX version.

Go to your pmde folder>plugin>User
open the folder you downloaded and paste the files from it into your folder.

Open pmde go to
(E)>(P)>User>曲面自動設定プラグイン(PMX対応)

You need to connect the upper bones to the body, the torso bone for example.

This has been a great help, thank you!

I do have one question however. I'm using this to rig a long coat and my issue is that the coat is split down the back. Think coattails. It's two sections but the plugin has them move as one. Should I delete some of the joints connecting the rows to each other? Would that allow the split to work properly?

Also the joints connecting rows to each other didn't adjust themselves? They're hovering all around the model, not just the coat. I can't figure out why. The other joints are fine.

uuuuuuuuuh, not sure about why the joints are floating around, but just move um in place. It ain't too hard. 

And yeah, deleting the joints between them should work as long as they're not part of a bone/physic string.

I did move the main joints into place. The ones associated with the bone strings. The ones floating around are the joints that go in-between them. I did my best but I just wasn't sure if you knew why it did that.

Yes, yes you can. it actually has an option to make a half circle??? But I can't remember where it is lmao. But yeah I use this method to rig my jackets.

I know that this is old, but I select all of the skirt vertices & run the plugin, it only rigs the very bottom of the skirt to the bones. I literally selected the entire model and tried to run it again, and it remained the same.

That's an odd glitch and I have no idea why it's doing that... :/ Maybe try reinstalling or getting a different version update of PMX/PMD or skirt plugin?

the row of bones and number of bones in one row. If i increase those numbers or decrease them, will some other things happen? Like will the physics be smoother or twitchier? (sorry for my bad English)

(your English is fine, don't worry!)
I think it depends on the size of your skirt. Bigger skirts work well with lots of bones. Smaller skirts work better with less bones. Really, it's up to you what you want to do, just don't make too many bones or it may crowd and crash your model!

You need to make sure you attach the top joints to the physic body in the hips.

How do you attach the top joints to the physic body in the hips? The base model that I have did not have any physics to begin with, so I am not sure what to do.

What you need to do is scrap the skirt physics, and start from scratch. First you NEED to add static physics to your model. Otherwise your skirt is going to pass through your body, and drop like it has been. 
There's... an easy/complicated way of doing this.

First, select all of your model's body bones. None of the extra stuff like fingers, eyes, hands, feet. Just the major body parts. Then, in your model view window, go to the EDIT tab. Go down to Bone, then find something that's labeled with (X). I'm working with the japanese version so I can't tell you exactly what it says, but this option will give your bones moving physics, and joints (not sure about the joints it's late, but just in case, make sure you delete those joints, you don't need them). 

After that, you need to go to the editing window, and go to the Physic tab. Select ALL the physics that you just made, and check the top left button. It should be underlined in green. That'll make the physics static! Otherwise your model will melt away and you will die laughing as this monstrosity spins into the white void. 

If my instructions don't help, tomorrow when I'm free I'll put together a visual tutorial.

This is kinda easier now... I also found a tutorial where you have to fill each bar with numbers and I hated it. I just freaking needed this and it works perfectly lol

Interestingly it didn't weigh the skirt down as I had hoped, but that's not as irritating as it is time-consuming.

do you know how to use the plugin, when the skirt has already bones, cause  have a model that have original bones on the skirt, and i want to use that, so is there a way to use the plugin

No, skirt plugin puts in new bones, physical bodies, and joints all itself. If you were to try to use another bone set it would ignore it. 

If you have a boneset you wish to add physical bodies and joints to pre-existing bones-
Select the bones you want to add the physics to, now in the model preview window, go to the second tab (E), then go to (B), then find (X). I think a window pops up, click yes, and it should attach physical bodies and joints to the bones!
You will have to manually connect the joints that are supposed to connect the hip physic, to the skirt physic trails though, otherwise your model will glitch out when you upload it into MMD.

I don't know if it's something wrong with my selection of vertex- but whenever I use the skirt plugin lately, the joints that are supposed to hold the physics together (I.E, keep them from going through the leg), don't work and I find myself having to increase the size of the physics to avoid that issue which, in turn, births more problems. I was wondering if you know of any way to fix that or if it's just me being dumb?

I don't know, the skirt plugin can be annoying sometimes. I'm not sure what's wrong from what you've said.

So, I have version 2.3.6 and I put the plugin in the right folder, but when I start it up I get the "Could not load file or assembly....Operation is not supported", and has more after I hit OK. After that it loads up like normal. Is there a way to fix this?
