how do you print out on such a big piece of paper?

I bought an Epson 1440 a few years back...it handles pages up to 13X19...
For my inking I'm using Strathmore 500 series 11X17

i just have a regular printer and i print on A4 paper and then crop on my computer
do you use photoshop to turn line art into blue lines?

I initially bought it for printing photos, photography was my other passion. Yes, I use PS To make blue lines, also for clean up and stitching after I scan the finished work back in.
