Description Josh Sawyer, the creative director for Fallout: New Vegas posted on his twitter the possibility of the next fallout game to be set in New Orleans.

This is just some fan-art, not confirmed by Obsidian Entertainment or Bethesda.

I call it 'The Big Easy' because that is the common nickname for New Orleans. Fallout rarely retains the names of the cities in their games, so I doubt it would be called 'New Orleans.'

I'm not a modder or anything but it would be interesting to this implemented into a mod for Fallout 4 Nexus. Seeing the success of Fallout: Lonestar anything is possible in today's interconnected society.

Synopsis: (*a lot of this was sourced from FALLOUT wiki, not sure if it's 100% canon)

In 2051 Hurricane Zeus ravages the Gulf of Mexico. It is discovered a Hu-Fengya, a Chinese weather machine, was activated in the Gulf by the Mexican government, trying to extract the oil rigs in the region while the United States was preoccupied with the catastrophe.

This promotes a declaration of war, and the United States invades Mexico and liberates the gulf. New Orleans, along with the rest of the Gulf Commonwealth, fall into disarray.

While U.S priorities are in defeating the Mexican menace a militia known as the September Watch takes authority in the streets of New Orleans.
They are a Ku-Klux-Klan esque society, who despise minorities and other inferiors.

Poseidon Energy signs a pact with the federal government in 2052. They will manufacture weaponry and supplies needed in the event of a nuclear holocaust in exchange for financial protection and the commercialization of weather-induced technology. This is the earliest chapter in the history of the Enclave.

Poseidon was able to channel and alter the flow of storms and weather patterns to their liking. This enabled them to deflect nuclear warheads and other debris from damaging their property. This explains how the Poseidon Oil Rig in Fallout 2 was kept intact after hundreds of years.

The last remnants of the Enclave migrated eastwards to Chicago in the 2240s. Their control of the Ohio River Valley promoted a mass expansion across the former United States.

One army, led by Augustus Autumn, colonized and subjugated the riverbanks of the Ohio River, reaching Pennsylvania by 2077.

The other, led by Faith Baldwin, traversed south down the Mississippi, hoping to access the remnants of the Poseidon Oil Fields in the Gulf of Mexico. Seeing how much destruction they were capable of with just one oil rig, having possession of dozens of rigs could mean world domination.

The local September Watch government has been in power long before the Great War, and does not intend to surrender its position. The organization has changed greatly over the years, with a new emphasis on the eradication of mutants rather then minorities. This shift in philosophy has created a sharp contrast between the old and young demographics.

The current president, Mabel Jackson, is the first African-american, and the first woman, to be elected as head-of-state. While a strong and cunning military commander, who saved the Septembers from raiders to the west, her ethnicity has lead to a strong divide on her legitimacy as president.

Setting:
Obviously no Fallout game encompasses an entire state, so I tried to keep it realistic. The game map would stretch from Gulfport, Mississippi, to New Iberia, Louisiana.

All land west of the Mississippi would be part of 'The Muskeg,' a swampland enhanced by years of nuclear radiation. It forms a strong contrast from the near exclusive human population in the east to the super-mutants, ghouls and other atrocities in the west.

The northwest would be under Enclave jurisdiction. Baton Rogue would serve as their military base. The east would be dominated by the September Watch, with their capital city being New Orleans. The southwest is inhabited by the mutants and undesirables from either faction.

East of New Orleans would be the Poseidon Oil Fields.

But don't worry, the internet is free domain. Fallout isn't even my idea it belongs to Bethesda Game Studios.

In the map I made it extends from the Big Easy to Florida (pretty huge DLC like game-esque project huh LOL).

Gulfport is seen as a terra nullius between September Watch and my country, if that's alright with you.

The Enclave

History:
Originating from Los Angeles, their exploits were vanquished in 2251 by the Chosen One, who destroyed their base of operations: a prewar oil rig. The remnants of the Enclave retreated to Chicago, eventually subjugating the entire Ohio River Valley.
The Enclave sent two battalions. One, lead by Augustus Autumn, went east to capture Washington D.C, the former capital of the entire United States.Β 

The second, lead by Faith Baldwin, followed the Mississippi River south to uncover the Poseidon Oil Fields off the coast of New Orleans.

Baldwin's battalion has been a threat to the September Watch fro years. They've already captured dozens of settlements along the Mississippi River. They are far more powerful then the Watch, although propaganda would tell you otherwise. They are currently in Baton Rogue, preparing the siege of New Orleans.Β 

The September Government fears the Enclave will strike on Mardi Gras, the day of the year when the law is unregulated and havoc runs the streets.

Similar to Majora's Mask the game is set on a timer. The invasion will begin on March 9th, 2291. You have a limited time to gain the strength needed to defeat the Enclave. Or you could just join the Enclave. The choice is yours.

The Mavericks:

History:
The Mavericks assembled in the 2080s not long after the September's 'New Crusade' against all mutants. They are a culmination of all groups considered indecent by the Gulf: Ghouls, Super-Mutants, Church of Atom worshipers, etc.

The Church of Atom was actually founded in New Orleans, astounded by the power radiation had on the swampland. Atom members would hide mutants in their basements and evacuate them out int the Muskeg, the Louisiana Wasteland, for the chance at freedom. This resulted in the prosecution of Atom worshipers within Gulf jurisdiction, and a great diaspora began. Most of the churchgoers migrated northwards to Washington D.C and Boston, as seen in Fallout 3 and 4.

In 2281 the super-mutants were provided a secret pack by the influential members of the Restoration Party. They would raid and cause minor skirmishes along the borderlands, always resulting in Gulf Victory. This meant the preservation of both societies.
If you choose to align yourself with the Unity Party the pact between the Gulf and Maverick states will be broken. Similar to Skyrim's High Hrothgar mission you will sort out the differences between both parties, so they may use their combined strength to defeat the Enclave.

The September Watch:

History:

The September Watch is the local government, similar to the NCR. They came into power in the 2050s after hurricane Zeus (equivalent to Hurricane Katrina.) They are similar to the Ku-Klux-Klan, bent on the enslavement and annihilation of inferior peoples.
The September Watch are a radical organization, similar to the likes of the Reign of Terror during the French Revolution. They persecute all who violate their creeds, dependent on the words of scripture.

In 2080, three years after the Great War super-mutants began roaming the wasteland. The Tenth Commandment Act was inscribed on churches, historic monuments and federal buildings: "Love Thy Neighbor as thyself." White, Black and what have you united against a common enemy.
Despite being a Calvinist government, the September Watch recognizes Mardi Gras as a national holiday, and is the only day of the year were there are no police roaming the streets. It's similar to the movie 'The Purge.'

Politics (and factions):

The Free Gulf States (FGS) better known by their surname 'September Watch,' are a democratic society, divided into political parties. The Restoration Party wants a return to the old ways before the Great War, abolishing the Tenth Commandment Act and reinstating segregation and slavery. With the Super-Mutants far weaker than in previous centuries the Restoration Party has gained influence in the senate. The incumbent president is a member of the Restoration Party.
Todd Harris is the current president, and on the day he was sworn in the Super-Mutants surrendered (similar to Ronald Reagan's coronation.) He vetoed the 'National Pride Act' in 2284 to restore Jim Crow Laws from before the war.

You learn halfway in the game that his presidency has been rigged from the beginning. He has been laundering taxes to the super-mutants, bribing them to purposely attack in small skirmishes for an easy Gulf victory.

If you choose to keep Harris' conspiracy a secret the military will see no growth and the Gulf will be easily overrun by Enclave soldiers. (You will also gain bad karma, but I don't think karma would exist because it was cut from Fallout 4.)

The Unity Party are the second faction. They believe in the equality of all humans, some even wanting to provide super-mutants greater liberties. Surprisingly the vice-president of the Gulf is a Unity Party member, Mabel Jackson.

If you leak Harris' scandal he will be impeached and Mabel Jackson will be sworn into office. She will be available as a companion.

Yeah the Karma System was a real staple to the Fallout franchise. I understood they wanted to make the factions more 'grey' but they could've done that without cutting karma.
