That location is not reporting in any of my weather skins (it is a problem with the Weather.com feed, not the skin)
Wait a while to see if it starts to work, or try a nearby alternate location.

When I try to download, it says: "0 bytes".

Nothing wrong here... downloads the 1.3 MB package...
There might have been a "blip" on DA or somewhere between here and you.
Try downloading again [Check if your anti-virus program squashed it like a bug! ]
