Nah, he's speaking casual Mexican Spanish. Unfortunately, I don't have the skill to imbue more of a specific accent than that, sooo just pretend it's there for me. It wouldn't be any more proper or formal than how he speaks English.
In GOTF canon, I don't think his ultimate life form-ness gives him any sort of a mental edge-- he's actually got kind of a bad memory. It doesn't come up in the plot really, but he often relies on Sonic to remember stuff for him.Β
