i did it and it works, but when i try to save it it says:

I'm making a cat, and i added a layer and put a collar and a hat on it. I tried both codes, but everytime i test it it won't move! Can you help? (btw, it's my first time making dress-up so i'm not good at it)

There really isn't anywhere to "go" to make a dressup. You have to download adobe flash and gimp or photoshop.

No, I'm sorry. :/
I had to save up $500 (which took forever!) to get Creative Suite CS5.5, which has all of the best designing programs.
If you wanted to just get flash, it's $120. You can get it here ->[link]
I think you can try a free trial for... 30 days? Something like that. It's totally worth saving up for!
For $15 I can code your graphics. :3

Could I get some help with this flash game I have? Its saved as a .FLA But DA says it isn't a flash and wont let me upload it to Flash>Games> Am I doing something wrong .__."

The .fla file is a Flash source file, you have to upload .swf which is Flash output file. To create it just go to File>Publish, but first go to File>Publish Settings where you can, for instance, adjust quality. Only .swf can be viewed or embedded online.
