it's a little complex.
the episode itself was just badly written, the writers didn't want to make an analogy for trans people at all. the marketing over at cartoon network, however, saw the episode and decided that's what they wanted to market the episode as.
the episode itself has nothing to do with transgender issues, but a badly placed marketing ploy by cartoon network was the reason why the whole thing got pinned as such.

I personally didn't think that the episode was transphobic, but it needed something me improvement when it came to supporting trans rights.(BTW, I'm trans.)
