My guess: It's Tails from another dimension.
Was that guessed already? Only read the first few pages of "OMGINUYASHATAILSYAY" and "ITBETAILZEVILTWIN" before I got tired. xD
He reminds me of Link from Zelda, and his expression reminds me of Espio, or better, of Julie-Su from the comics. Maybe she trained him to fight and his natural fox-colors appeared as he matured and he learned to give up all need for machines (yay xD) and live as he was meant.
If it's not Tails, then I'd guess it be a random fox idea that just so happens to have 2 tails because
A: he has a secret power, possibly not flying but could be something else.
B: could be a side-effect of some supernatural power such as bending elements or psychic powers, or the result of some accident that left him with a deformity.
C: To confuse us and/or thing of a purpose for an otherwise spontanious concept.

he is not miles 'tails' prower because of three reasons.
1. tails, does not have black tufts at the tips of his ears
2 the dark brown fur on his lower legs and forearms
3 the attitude and violent deminore
