I think it would be easier to say this: kids mature at different ages and different stages than one another; no two will mature at the exact same time or pace.
Painting them all with the same hue of red isn't helpful. Placing ONE damn age on them is a bit insulting and counterproductive when most teachers want extensive research done on assignments at ages LONG before thirteen.
Why don't we say something like "Dear parents, don't blindly release your precious, sheltered snowflake onto the internets vastness without some sort of adult supervision or system intervention that blocks R rated content ALL TOGETHER if it is your wish to shield them from the horrors they could possibly discover."
I feel like this would be a better approach to the problem of butthurt parents being butthurt about their kids learning something new today, naughty or not.

I don't think age matters, it's the maturity that matters. I mean, their's those shitty 20 year olds who troll on the internet or get butthurt so easily, they may be older than 13, yet still do you agree with it? (You probably do as one of your stamps says you enjoy being a douchebag lol) but seriously. I'd usually agree with you, but I was first on the internet at 10. I was fine. No haters no hatin' no porn and well, little gore. Pretty much it.

So I have I but I didn't have accounts. I watch youtube stuff with no accounts when I was 13 I got a myspace and 16 I made a bunch of other accounts. If you have accounts and 10 you need to behave maturely because you don't know the stories of a person on the internet's real life issues and such. A kid may make a joke but end up hitting to close to home for people, while all people can do this kids won't stop making the joke after hurting someone once with it. There is also the fact that most websites require you to be 13+ to have an account on things that are not for education purposes. Β
