Yes kids under 13 can't sign up for a lot of things but there is no age limit for being on the internet. There are some good kids that are on here and under 18, I am 14 and I have been on here since I was 9 (With another account). I was not acting badass, I was simply acting my age. The internet is for fun as well. No matter what age you are, you have the right and freedom to browse the web. No matter what age you are. Kids shouldn't be on adult websites though.
People think the internet is for badasses only and want to bully others of of the internet, but this stamp won't change a thing, because kids will still be on deviantart & other websites. No matter what the rules say.

I had quite a few people who were under 13 acting so immaturely ridiculous or they would hide it up by talking "smart"
AND they would have the balls to say "oh I am (this age under 13)"

You can do your art at other places for sure and/or wait until you are 13.

I first went on youtube in around 1st grade. My mom showed me a video of Pikachu dancing to some DDR song. When I was 8 I got my youtube account, and was a complete weaboo. My comments on most cute things looked like most weaboo comments. But the only difference for me was that I had no OCs whatsoever. I always drew a picture of Hatsune Miku or some other vocaloid I can't remember the name of. Now I'm 11 acting more like some of the people who are older than me rather than most kids my age.
