It was an overt war. Chicago was destroyed, Cape Town had been invaded and the Forbidden City was vaporized.

That was told from khans point of view. There is no way to confirm that, as records from that period(at least reliable ones) are scarce. I think khan just tail that story in an attempt to glorify himself and make him appear the good guy.
