If someone could help me with the "block the flat colour" step (yeah, it's the first one, I know) because i'm too lame to find an explanation of this so... yeah , thanks in advance

under the line layer, you paint a flat color (no transparency, infact you could laso tool around the drawing a fill in) then you lock the transparency (the square that looks like a checkered board) that way the only marks will be on the filled in space

You could always improvise with any tools you think could be good
to blur with in SAI, play around, see what works close enough
