As I promised to some of the people here, I'm releasing the first tutorial here.This is the tutorial for how to do soft cell shading on Photoshop, based on my experience.
The version of Photoshop used in the tutorial is 6. If you use later versions, names of tools/modes and/or allocation of shortcut keys might be different.
I'm working on Windows, so if you use Mac please change these notations as: Ctrl to Command, Alt to Option.

btw, how do you do your lineart on photoshop, do you go around the whole thing with a brush?

This is just what I was looking for!! I really needed some help with my coloring in Photoshop, and I love seeing things cel-shaded (I think part of it comes from loving Legend of Zelda: The Wind Waker). This really gave me a lot of help and confidence that I can make some simple line-art turn into something fantastic.
I'm going to be using this on my dragon drawings actually. I prefer to draw my line-art traditionally (with a pencil), so would you recommend that I use a pen to ink it before I get it ready to color, or do you have any other suggestions? Thanks.

if two people are in a picture, would you make 2 Base color layers?
one for each person? =3

Yes, but these two base layers could be integrated into one layer, depending on your situation, to save memory space.

Awesome tutorial, for anyone who doesnt know, the "grouping" shes talking about is known as "Create Clipping Mask" on the new PS versions

Great tut. I added it to my new group Tutorial Heaven. I also do tutorials there.
I do something similar. I make a copy of the base colors layer, then lock transparency on that layer. I can then shade and highlight without worrying about going outside the lines. I find that method to be faster. If I mess up, I can erase and the colors are preserved in the copy below it.
