Well, maybe Celestia doesn't deserve her crown after how her plan to have Discord apprehend Tirek blew up. Maybe Luna doesn't deserve her crown after her lapse into being Nightmare Moon. Maybe Cadance doesn't deserve her crown after how she almost let her daughter turn the Crystal Empire into another patch of tundra. And that's not to mention Discord stealing the Elements of Harmony, two separate changeling invasions, the Tantabus, and I could go on . . .
If every princess stepped down after every little mistake, Equestria would have to seriously relax its requirements for the position to replace them quickly enough.

Not only is she wrong, she also has no right to an opinion. The point of being a penitent is to give someone else moral authority over you, not to exercise it yourself.

*tilts head* I'm honestly not sure weather you're referencing Christianity or the standard definition. Regardless, they both feel guilty for similar crimes and can draw support from each other in building a better tomorrow.
Besides... Tempest destroyed-Hippogriffia-and-Canterlot-turned-three-princesses-into-stone-and-allowed-the-enslavement-of-everypony-in-canterlot Shadow having moral authority over the Princess of friendship, even here, is more than a biiiiiiiit of a stretch.
Heck, I can say with the authority of the author that she's telling Tempest because Tempest DOESN'T have the moral high ground here. She's looking for answers. Unsatisfied with resigning as one in her heart of hearts, she secretly hopes Tempest has a better one. If she wanted Penance, she'd go to someone who was not a reformed criminal.

I don't know anything about MLP but the way you've written this, I'm getting a fair grasp of the characters without having any backstory for them.
I really like the style you have for the art too, and the emotions of the characters are really well drawn.
