Cats can be people too, just ask Capper!
....But seriously, animal intelligence in MLP has always stumped me.
Fluttershy managed to get a family of racoons employed at one of Rarity's boutiques. Her animals at home even have a book club.
Also, don't forget that cows and sheep in Equestria can talk.
Where are the calves in Cheerilee's school, then? Why are the sheep being fenced in?
And why aren't there more "Human in Equestria" fics where the protagonist turns into a cow and/or sheep?

It's definitely weird already, but the tiny, robust cages seemed like overkill! Especially since this is Wrangler's talent, imprisoning those she can't be bothered to reason it out with?

It seems Dr. Fauna actually doesn't mind the not-so-ideal animal sanctuary.

I mean, the animals DID flock to it...! The main problems seemed to be that the building was unfinished and that the animals became temporary idiots like they were in an infomercial.
